NYC has tons of places for shopping at a discount!
Make sure your first stop is Century 21. You can spend several hours there just shopping for designer clothes seriously marked down, a whole section just for handbags, and a separate building(!) just for shoes. Check out the link below for locations, although the main one is the famous store near Ground Zero. Be prepared for the crowds, though.
A chain of stores called Daffy's is another must. There's a big one in Herald Square (34th Street), across from Macy's. Check out the sales racks for each section–I've gotten Gaultier pants for about fifteen bucks! While you're in Herald Square, drop by the visitor's desk at Macy's. You can get a 11% discount card for most Macy's purchases. In the same area, there's a Forever 21 and an H&M–both are worth dropping into for up-to-the-minute stylings at affordable prices.
Another cluster of discount stores is near the Union Square (14th Street) area. Right in Union Square is Forever 21, then on 5th Avenue and 18th street is a Daffy's. On 6th Av and around 17th street there's a TJ Maxx and a Filene's Basement that share a building with Bed Bath and Beyond. Burlington Coat factory is on 21st and 6th. One block further to the west is a branch of Loehmann's which takes up a whole building. They also carry a wide variety of brands and designer labels at a discount.
Another Daffy's is near Canal Street (Chinatown and Little Italy) on Broadway. Its worth checking out, because the new Bloomingdales Soho is nearby, and that stretch has a lot of discount shoe and activewear stores. Plus its very close to Soho (where you can see the original prices for Coach, Chanel, Hogan, Marc Jacobs,etc. in their stores)
Fulton Mall in Brooklyn has another Forever 21, and also a store called Pretty Girl which is very similar to Forever 21. Its about a ten minute walk from Atlantic Terminal, where there's a DSW, Daffy's, and in a nearby building a Marshall's and PayHalf.
Check out CraigsList.org and the magazines Timeout and New York for a listing of “sales and bargains” for sample sales that may be on during your visit. Be aware that sample sales have been compared to contact sports–people can get really aggressive! (You might come across a bit of this at Century 21, too)
If you have a bit more time, and transportation, check out the outlets. Woodbury Commons is in Long Island, and Secaucus is about 30 minutes away in New Jersey.
